JOB SCOPE:
Under general supervision of the Marina Manager, monitors all waterfront and fishery infrastructure, including docks, dry storage, and related marina facilities, to ensure compliance with the marina rules and regulations; provides a friendly and courteous source of information to visitors and tenants of the marina, dry storage, shopping center, and Ventura Harbor Village in general; provides support to the Marina Manager; performs related duties as required.

ESSENTIAL FUNCTIONS
Courtesy Patrol Responsibilities:


  • Inspects the docks of the Ventura Harbor Village by foot at least two times per shift.

  • Inspects the Dry Storage lot at least one time per shift.

  • Visits the Commercial Fishing Storage Yard at least one time per week.

  • Observes violations and unsafe conditions and reports the violation or condition to the Marina Manager.

  • Interact with commercial fishermen and other users to insure the appropriate use of the commercial fish pier for offloading.

  • Interacts with commercial fishermen and other marina tenants of the marina regarding any safety concerns.

  • Maintains a daily log of patrols and noteworthy activities in the marina.

  • If necessary, collects fish tickets from fishermen as directed by management.

  • Collects transient vessel fees, records payment, issues receipts, and forwards payment to management. 

  • Ensures marina tenants comply with the District’s Parking Management program.

  • Supports the District’s Parking Management provider in assisting the public with paying for parking, directing public comments/complaints, and being a secondary resource for issuing parking citations within the Ventura Harbor Village complex

Reporting Responsibilities:


  • Reports criminal activity to the Ventura Police Department

  • Reports violations of Ordinance 44 to appropriate party, i.e. Harbor Patrol, management, etc.

  • Acts as observer and reporter where requested by Management, Harbor Patrol, District’s Parking Management provider, and/or District’s Security provider.

  • Handles and/or reports matters that are a violation of marina, dry storage, or other District regulations. 

  • Receives and reports complaints by Marina Tenants and provides to Marina Manager.

Clerical Duties: 


  • Reads and records utility boxes to determine utility use by permanent and transient vessels. 

  • Report daily fish offloading activity.

  • Ensures that all slip assignments and changes are tracked and provided to the Marina Manager.

  • Assists other Ventura Port District personnel with activities related to special events that may have an impact on the marina or Harbor Village complex.

  • Reports any maintenance issues within the Marina, Harbor Village, or other District assets to the Marina Manager and/or Facilities department.

  • Reviews the Marketing Weekly Activity Report.

  • Advises the Marina Manager regarding issues or potential issues related to services and activities that may impact the marina tenants.

  • Advises the Marina Manager regarding issues or potential issues related to services and activities that may impact the Village tenants and/or visitors to the Ventura Harbor Village complex.

  • May be asked to assist Harbor Patrol with checking VHV tenant doors and notifies tenants if left unlocked after hours.

  • Provides support to the District’s Parking Management service provider, as needed.

  • Provides support to the District’s Security service provider, as needed.

  • Acts as the liaison between the public and the District regarding Dry Storage leasing inquiries.

  • Assists the Marina Manager in ensuring that the VHV marina and Dry Storage are fully occupied. 

  • Assists the Marina Manager in maintaining an accurate and up-to-date waiting list for VHV Marina and Dry Storage.

  • Performs vessel measurements prior to assigning Dry Storage spaces.

QUALIFICATIONS GUIDELINES

  • A good understanding of safety policies at the Ventura Port District.

  • A working knowledge of vessel insurance requirements.

  • A working knowledge of the District’s berthing agreements and tenant responsibilities.

  • A working knowledge of the District’s Marina Management software.

  • An understanding of dewatering pumps and other necessary equipment. 

  • Safety principles and practices that relate to their job.

  • Good oral and written communication skills.

  • A thorough understanding of the Marina’s insurance requirements for tenant vessels.

  • A thorough knowledge of the District’s berthing agreements and tenant responsibilities.

  • A thorough knowledge of the District’s Marina Management software, including billing for wet and dry slip billing, waitlist, and reservations.

  • A thorough understanding of Ordinance 44.

  • A thorough understanding of the operation of the fish pier cranes, including weight limits.

  • Safe practices of vessel power connections in VHV Marina. 

  • Wildlife that can be present on VHV marina docks and how to address it.

  • Maintain effective relationships and work cooperatively with fellow employees, tenants, the public and public safety agencies. 

  • Accurately report to the Marina Manager any safety or maintenance issues that are to be reported to the Maintenance Department.

  • Use a computer and the following computer programs to enter data: Microsoft Word, Outlook, and the marina and dry storage management software.

  • Moor/tie off a vessel at Ventura Harbor Village Marina.

  • Use proper protocol using a VHF marine radio. 

  • Ability to operate dewatering pumps. 

  • Assess and report on any unsuitable or unsafe power pedestal connections or usage. 

  • Complete the weekly inspection checklist of the marina. 

  • Identify the signs of domoic acid sickness in wildlife that may be present at the marina.

Skill to:


  • Operate an office computer including the use of Microsoft Word and Microsoft Excel software.

EXPERIENCE, EDUCATION, LICENSES, AND CERTIFICATIONS

  • Any combination of education and experience equivalent to a high school diploma or higher and/or specialized training in safety and/or security related experience.

  • Valid Class C driver’s license.

  • Have and maintain a California State Parks Dockwalker Certification.

  • Have and maintain First Aid/CPR/AED Certificates.

  • Have and maintain a Fire Safety Certificate. 

  • Have and maintain HASMAT Certificate.

  • Have and maintain a VHF Radio License. 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS
Position requires sitting, standing, walking on level and slippery surfaces and docks, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision. The need to lift, carry, push and pull materials and dock lines weighing 50 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot and cold with extreme sun exposure. The nature of the work also requires the incumbent to work in a marine environment and around vehicle traffic.
