This position is responsible for managing multiple affordable housing real estate projects from concept to closeout. You will oversee all aspects of the development lifecycle including feasibility, financial modeling, predevelopment, design coordination, permitting, entitlements, construction, lease-up, and conversion to permanent financing. This position requires a candidate with strong technical, financial, and development management skills; familiarity with affordable housing finance tools such as LIHTC (Low-Income Housing Tax Credits), CDBG, HOME, Surtax, SHIP, and other state/local funding sources; and the ability to coordinate with a wide array of internal and external stakeholders in a fast-paced, impact-driven environment.

Development Management:

• Lead and manage the entire development cycle of multiple affordable housing projects from predevelopment through stabilization.

• Prepare and manage project development timelines, budgets, and critical path milestones. • Coordinate and manage third-party consultants including architects, engineers, general contractors, attorneys, surveyors, and environmental consultants.

• Oversee zoning, permitting, environmental review, site planning, and land use approvals with relevant municipalities in Miami-Dade County.

• Participate in weekly development meetings, track progress, and prepare internal reports for senior management and funders.

Financial Feasibility & Modeling:

• Develop and maintain detailed proformas and financial models using Excel or software such as Northspyre or Procore.

• Assist with structuring layered financing packages, including public and private debt and equity.

• Prepare funding applications for sources such as FHFC, Miami-Dade PHCD, City of Miami, SAIL, SHIP, and CDBG-DR.

• Work closely with underwriters, investors, lenders, and public agencies to close project financing.

Design & Construction Oversight:

• Manage the design process in coordination with architects and consultants to ensure alignment with project goals, budget, and affordability guidelines.

• Support the general contractor selection process, including bidding and contract negotiations.

• Monitor construction progress, participate in site visits, and work with construction management to ensure on-time and on-budget delivery.

• Review and approve monthly draws, change orders, and construction pay applications.

• Ensure compliance with industry standards and best practices.

• Review design plans to ensure alignment with project goals and identify opportunities for value engineering.

• Assist the acquisition team in massing studies for potential opportunities, providing strategic insights to optimize development feasibility.

Compliance & Closing:

• Assist in closing transactions with lenders and equity providers, including legal and financial due diligence.

• Maintain compliance with regulatory requirements tied to LIHTC, HOME, Surtax, PBVs, RAD conversions, and local affordability covenants.

• Coordinate with asset management to ensure smooth handoff post-construction and during lease-up.

• Maintain awareness of local governmental zoning codes and design regulations

Community & Stakeholder Engagement:

• Build and maintain relationships with public officials, community-based organizations, and local residents.

• Attend public meetings, planning boards, and community presentations to represent the organization.

• Support the preparation of presentation materials, funding applications, and public documents.

Qualifications & Skills:

• Bachelor’s degree in Real Estate, Urban Planning, Finance, Architecture, Construction Management, Public Policy, or a related field required.

• Master’s degree (e.g., MRED, MPA, MSRED, MBA) preferred but not required.

• Minimum 3–5 years of professional experience in affordable housing real estate development or related field.

• Strong working knowledge of: o LIHTC (9% and/or 4%) o HUD and Florida Housing Finance Corporation (FHFC) programs o Miami-Dade County PHCD financing programs o Zoning and permitting processes in Miami and surrounding municipalities

• Proficiency in Microsoft Excel financial modeling, Word, Outlook, and PowerPoint; familiarity with Northspyre, Yardi, or Procore a plus.

• Excellent organizational, project management, and interpersonal skills.

• Ability to communicate effectively with team members, consultants, and stakeholders.

• Bilingual (English/Spanish or English/Creole) preferred but not required.

• Passion for equitable community development and affordable housing.

Work Environment & Conditions:

• This is a hybrid role with a combination of office-based work and field visits to project sites.

• Must be able to travel within South Florida and occasionally throughout the state for public hearings, closings, or conferences.

• Valid driver’s license required
