POSITION BRIEF

The successful candidate is a dynamic, highly motivated self-starter who will fulfill numerous roles and responsibilities and be comfortable in an unstructured environment. The primary responsibility of this role is to support contracted OSD CFIUS and 1260H investigative analysis work centered on ALQIMI’s FORGE™ solution. This is a hybrid position, requiring weekly visits/coordination with the government team located at the Pentagon.

ABOUT PROJECT RED VEIL

OUSD A&S office of Global Investment and Economic Security (GIES) is responsible for addressing foreign and domestic investment risk in the defense industrial base, including support to the Committee on Foreign Investment in the United States (CFIUS) and other related inter- and intra-agency initiatives and organizations (e.g., Team Telecom, ICTS, Outbound Investment Security, export control reviews, mergers and acquisitions and anti-trust reviews); economic deterrence initiatives - including identifying Chinese military companies operating in the United States; developing economic security policy; engaging allies, partners, and other key stakeholders; performing economic trends analysis; enhanced strategic analytic capabilities, and identifying cybersecurity and counterintelligence concerns associated with investment risks. In this role, GIES is required to identify, assess, and mitigate risk associated with foreign investment and other domestic business combinations in the United States.

Conducting investigative analyses and subsequent continuous monitoring is inherently complex and requires a blending of relevant data, big data analytics technologies, narrow-AI, and seasoned interdisciplinary analysts. ALQIMI will provide GIES its FORGE analytics platform, access to fully integrated, bespoke and curated data and our cadre of seasoned human experts to conduct investigative analysis for GIES.

KEY RESPONSIBILITIES

The Senior-Level Investigative Analyst will serve as a lead investigative analyst and editorial authority responsible for overseeing and producing advanced analytic products in support of the GIES Committee on Foreign Investment in the United States (CFIUS) and related national security missions. This role involves managing and conducting highly detailed investigations, analysis, and editorial review of reports concerning foreign investment risks and threats to the defense industrial base. Information may be coordinated with classified data and analysis and dissemenated to interagency partners and stakeholders as directed by the government client.

Key responsibilities include:

  1. Lead Analysis Report Production : Spearhead the development of detailed and comprehensive investigative analysis reports, executive triage summaries, and non-notified entity reviews. Ensure content is accurate, actionable, and adheres to government-approved templates and formats.
  2. Editorial and Quality Oversight : Serve as the final senior intelligence analyst (SIA) and editorial authority on all analytic products to ensure clarity, consistency, and technical accuracy across a range of subjects, including FOCI risk, cyber threats, economic linkages, and national security implications. Ensure close adoption to ICD standards for analytical integrity, classification, and sourcing.
  3. Expert Application of FORGE Platform : Become a power user of ALQIMI’s FORGE platform to conduct multifaceted analyses of publicly available and commercially available information (PAI/CAI) as basis for report production.
  4. Investigative Risk Assessment : Evaluate multiple dimensions of target entities including, but not limited to, corporate structure, key management personnel, investment history, supply chains, insider threat vectors, compliance status, cyber and physical security postures, and foreign ownership, control, or influence factors—especially as they pertain to adversarial states like China., Russia, North Korea, and Iran.
  5. Stakeholder Coordination : Interface regularly with GIES, SOFWERX, and interagency partners to align analytical production and dissemenation processes with mission priorities, customer-driven report formatting and stylistic specifications, and evolving security concerns and compliance with the contract.
  6. Report Development and Delivery : Produce fully sourced, high-quality written products suitable for use in executive briefings, policy development, and operational and using client formatting
  7. Security and Confidentiality Compliance : Handle all classified and sensitive data in accordance with DoD security protocols, including FOIA exemptions, DFAR regulations, and OSD policies for USSOCOM-designated sensitive units.
  8. Briefing Support : Participate in technical calls, project briefings, and classified discussions, providing subject matter expertise and analytical insights.
  9. Manage Resources . Initial staffing shall include three analysts reporting to the Senior-Level Technical FORGE Analyst & Editor. The two mid-level anallysts and one junior level analyst should be managed with production efficiency, accuracy and professional growth in balance.
  10. Product Evolution . Work with the ALQIMI Technical Product Manager on the development of new FORGE features which increase workflow automation, analysis and presentation of findings.
  11. Interagency Collaboration: Liaise effectively with interagency partners, ensuring alignment with mission objectives and compliance with relevant policies and procedures. Facilitate communication and collaboration between stakeholders across government and industry.
  12. Operational Management: Develop and maintain program schedules, budgets, and deliverables. Monitor project performance and ensure adherence to contractual requirements and timelines. Address and mitigate risks to program success through proactive planning and response strategies.

QUALIFICATIONS

Education and Experience:

  • Minimum of a Bachelor's degree in National Security, International Affairs, Political Science, Cybersecurity, or a related technical discipline (Master’s preferred).
  • At least 15 years of experience in investigative analysis, intelligence production, or technical editing within the defense or intelligence communities including high understanding of ICD 203/206.

Technical Proficiency:

  • Deep experience with data analytics platforms.
  • Proven capability in conducting structured analytic techniques, including FOCI analysis, critical technology assessments, and cyber threat analysis.
  • Strong proficiency in AI/ML-driven tools for parsing and evaluating large-scale unstructured datasets.

Editorial Expertise:

  • Demonstrated excellence in technical writing and editing, with the ability to distill complex findings into accessible, actionable insights.
  • Experience producing investigative reports for senior decision-makers in government or national security contexts.

Security Clearance:

  • Must be a US Citizen and hold a Top Secret security clearance (SCI eligible) and able to participate in classified meetings as required (usually in the National Capital Region).
  • Full understanding and adherence to handling, dissemination, and safeguarding sensitive government information.

Interpersonal and Organizational Skills:

  • Excellent communication and coordination skills to interact with cross-functional teams and government stakeholders.
  • High level of initiative, organizational acumen, and the ability to lead analytical projects with minimal oversight.

Preferred Qualifications:

  • Prior experience supporting CFIUS, Team Telecom, ICTS, counterintelligence, and/or critical programs and technologies risk and threat analysis, or related national security investment reviews.
  • Knowledge of export control regulations and economic deterrence strategies, especially concerning Chinese military companies.
